In the 18th century (I think) people would throw their bodily waste out of the window, which is why gentlemen walk on the outside of a lady, near the kerb, so that we get it instead of them (so much for toxic masculinity). It seems to me that a modern variation of this, such as a well-aimed hosepipe or a sprinkler system would put a stop to this behaviour, or at least move it on somewhere else.
